Adult & Dislocated Worker
Many situations can occur that may cause a person to qualify for the adult and dislocated worker services under the Workforce Investment Act. WIA adult and dislocated worker programs are designed to help job seekers obtain job related occupational skills, upgrade skills, obtain employment, improve job retention, and increase earnings.
This program offers employment and training programs for eligible job seekers who are looking to enter or reenter the workforce, and for displaced workers who are unemployed through no fault of their own or have received an official layoff notice. A person may be eligible if he/she:
- Has been laid off from a long-term job and have little hope of returning to that employer or industry.
- Has an entry-level, low paying job and seek to develop skills that will open new job opportunities.
- Is an unpaid caregiver who is dependent on someone else’s income.
- Is self-employed and facing the loss of income due to a natural disaster or economic downturn.
To qualify for participation, a person must meet the general eligibility requirements of:
- Eighteen (18) years or older
- U.S. citizenship or eligibility to work
- Selective Service Registrant (if applicable)
AND, have at least one of the following barriers:
- Terminated or laid off (or have received a notice of termination or layoff)
- Eligible for or have exhausted unemployment insurance
- Unlikely to return to a previous industry or occupation
- Lost a job or received a notice of layoff due to a closure or substantial layoff
- Employed at a facility where the employer has made the general announcement that the facility will close within 180 days
- Self-employed (including employment as a farmer, a rancher, or a fisherman) but is unemployed because of general economic conditions or a natural disaster
- Displaced homemaker no longer supported by another family member
Services Available
SWWDB offers three levels of service to eligible participants – core, intensive, and training. All adults, age 18 or older, are eligible to receive “core services.” Core services are those available to everyone at no cost; they are usually self-directed, although staff assistance is available.
- Core Services:
- Job search and placement assistance (including career counseling)
- Labor market information (which identifies job vacancies; skills needed for in-demand jobs; and local, regional, and national employment trends)
- Initial assessment of skills and needs
- Information about and costs for local training providers
- Follow-up services to help customers keep their jobs once they are placed
- Assistance in establishing eligibility for public assistance programs
Additional “intensive services” are available to unemployed individuals who have been unable to obtain jobs through core services and those who are employed but need additional training services to reach self-sufficiency. Intensive Services are determined through assessment based on individual needs and circumstances.

- Comprehensive assessments
- Development of individual employment plans
- Group and individual counseling
- Case management
- Short-term prevocational services
- Out-of-area job search assistance or relocation assistance
- Internships, literacy activities
“Training services” are also available for those who meet intensive services eligibility but who need to gain new or improve existing work-related skills in order to find employment. Through an assessment and case management, the individual has been evaluated to benefit from training services and has the skills and qualifications to successfully complete the selected training program. The training program choice is directly linked to the employment opportunities either in the local area or in another area to which the dislocated worker is willing to relocate.

- Occupational skills training
- On-the-job training
- Cooperative education programs and private sector training programs
- Entrepreneurial training
- Job readiness training
- Adult education and literacy activities
- Customized employer training
